In cases where the quote comes from another text, you’d try to find the original text and quote that. But as I assume in this case that the quote is only published here, you would still cite the writer of the article rather than the individual speaker. You could then simply specify the individual speaker in the sentence. For example:
Michelle Hoffman specified that they were “three of the quietest kids” ([article author last name] [page number]).
